These Terms apply to the cross-border network acceleration subscription services provided by 23VPN. By visiting the website, creating an account, purchasing a subscription or using a related client, you confirm that you have read and agree to follow these Terms. If you disagree with any part of them, stop using the service.
Service Content and Scope
23VPN provides network acceleration across 110+ countries and 230+ routes, with support for Windows, macOS, iOS, Android and Linux. The regions available for connection, route types and client features are subject to what is shown on the website and in the user panel at the time.
Route conditions may be affected by network operators, device environments, access targets, regional rules and temporary maintenance. 23VPN continuously maintains its service but does not guarantee the same speed or connection result for every route, website or time. Results may also change when third-party websites revise access policies, content licensing or account-region rules.
Account and Subscription Rules
No email address is required to register; a username and password are sufficient. You must keep your login credentials and subscription information secure and are responsible for activity under your account. If you discover compromised credentials or unusual activity, change your password promptly and submit a ticket through the user panel.
Subscriptions support simultaneous use on an unlimited number of devices, but are intended for reasonable personal use by the account holder only. Do not publicly share account or subscription information, resell, rent or transfer the service to others, or distribute it commercially by splitting routes, opening accounts on behalf of others or any other means. Monthly subscription traffic resets each month on the activation date; when upgrading mid-cycle, the price difference is prorated for the remaining days. Data packages remain available until used and never expire.
Acceptable Use Requirements
You must comply with the laws and regulations applicable where you are located and where the accessed destination is located, and independently confirm that using a network acceleration service is permitted locally. You may not use the service to infiltrate systems, distribute malware, send spam, infringe intellectual property rights, disrupt network operations, commit fraud or engage in other unlawful activity.
You may not actively probe, attack or weaken 23VPN websites, clients, routes or user panels, or evade traffic billing, access controls or security measures. Users who engage in such conduct are responsible for any resulting complaints, disputes or legal liability.
Service Restrictions and Account Termination
Connection interruptions, speed changes and access failures caused by device configuration, network congestion, operator policies, third-party service changes, system maintenance or events beyond control do not constitute a guarantee of fixed connection performance. To the extent permitted by applicable law, 23VPN is not liable for indirect losses caused by third-party content, user device failures or violations by the user.
If an account is involved in service resale or subscription sharing, attacks on service infrastructure, interference with other users, fraudulent payments, abuse of network resources or violations of applicable laws and regulations, 23VPN may restrict route access, suspend the account or terminate the service. Related features may be restricted while unusual activity is being investigated.
Refunds and Changes to These Terms
A full refund may be requested within 30 days of the first payment, with no reason required. Submit refund requests through a ticket in the user panel. Processing times may depend on the procedures of the relevant Alipay, WeChat Pay or USDT channel; you must provide enough information to verify the order.
23VPN may revise these Terms to reflect service changes, legal requirements or security needs. Updates will be posted on this page and the “Last updated” date will be changed accordingly. Continuing to use the service after revised Terms take effect means you accept the updates. If you disagree, stop using the service and properly manage any existing subscription.
